Haba Waba Festival 2010 (ita-eng)

La terza edizione a Lignano Sabbiadoro dal 18 al 23 giugno

Cari Amici,

La nostra associazione no-profit organizza anche quest’anno Haba Waba Festival 2010. Lo scopo della manifestazione è quello, come a voi già noto, di promuovere la diffusione e lo sviluppo dello sport della pallanuoto. L’organizzazione affidataci dalla L.E.N. (Ligue Europeene de Natation), patrocinata da UNICEF, ed in collaborazione con la stessa si svolgerà a Lignano Sabbiadoro (UD) dal 18 al 23 Giugno 2010. L’evento è riservato a bambini e bambine nati negli anni 1999–2000 e 2001-2002 e seguenti. I due tornei si svolgeranno nel Villaggio Ge.Tur dotato di due vasche scoperte 25 x 12,50 mt., una piscina coperta 25 x 12,50 mt. e di una piscina coperta di 50 x 21 mt. dotata di tribuna adiacente di oltre 500 posti a sedere esclusivamente riservate a noi.

Calendari

• Non appena verranno definiti il numero e l’identità delle squadre partecipanti, verranno comunicati i particolari organizzativi della manifestazione, dettagli, procedure, accrediti documentazioni, calendari, regolamenti interni, ecc.

Partecipazione

• Ogni squadra sarà composta da un minimo di 8 giocatori ad un massimo di 13 giocatori e 2 accompagnatori. Le regole del gioco sono in allegato 2 e sono presenti sui siti www.habawaba.com, www.waterpolodevelopmentworld.com,

 

LE REGOLE DEL TORNEO

Le squadre:

• 6 giocatori (5 + il portiere) in acqua e 7 riserve. I componenti della squadra possono essere tutti maschi, tutte femmine o misti. Sono ammesse anche squadre di soli 8 giocatori.

• I giocatori devono essere nati nell’anno 2001/2002 e seguenti per la prima categoria di partecipazione e negli anni 1999/2000 per la seconda.

• I giocatori durante la stessa partita non potranno scambiarsi la calottina.

Campo di gara:

• Dimensioni del campo di gara 25 x 15 m. massimo e 20 x 10 m. minimo.

• Per i nati 2001 e seguenti il campo sarà minimo di 16 x 10 m.

• Profondità della piscina da 1.10m a 1.30 –1.40 minimo ( nati 2001 e seguenti ) a 2.0 m massimo.

• Area di rigore 4 m. (verde).

• Area di offside 2 m. (rosso).

• Dimensioni della porta: 2,15 m x 0,74 m.

• Pallone n° 3.

Tempo di gara:

• 2 tempi di 12 minuti con 3 minuti di intervallo tra i due tempi.

• Il tempo scorre continuamente. Solo in occasione delle semifinali e delle finali il tempo verrà fermato dopo ogni gol, così come sarà facoltà degli allenatori richiedere un Time-Out per tempo di gioco.

• La squadra in possesso di palla non ha il limite dei 30 secondi.

• L’arbitro può decidere il cambio del possesso della palla in caso di evidente volontà di perdere tempo.

Regole:

• Il giocatore che commette 4 falli gravi non può rientrare in campo.

• Il giocatore espulso può rientrare dopo aver toccato l’angolo della vasca sotto la propria panchina. Un altro giocatore della stessa squadra può entrare al suo posto come sostituto.

• Il tiro di corner viene abolito

• Per il solo torneo della categoria 2001 – 2002 e seguenti il giocatore può ricevere la palla con due mani, ma deve lanciarla utilizzandone una sola.

• Dopo un fallo il giocatore non può tirare direttamente in porta

Punteggio

• In caso di pareggio verrà assegnato un punto a ciascuna squadra.

• Alla squadra perdente verranno assegnati 0 punti.

• Nel caso in cui più squadre abbiano gli stessi punti in classifica al termine dei gironi, verrà applicato il seguente criterio per determinare la classifica:

1. Scontro diretto o classifica avulsa;

2. Migliore differenza reti;

3. Maggior numero di gol segnati;

4. Sorteggio.

Arbitri

• 1 arbitro per partita (uno degli allenatori delle altre squadre partecipanti).

Nota importante: Si applicano le regole generali della pallanuoto con l’eccezione di quanto detto nei punti precedenti.

Dear friends,

Following the main concept of promotion and development of waterpolo, LEN ( Ligue Européenne de Natation ), sponsorized by UNICEF, has assigned also this year the promotion and organization of the HaBaWaBa Festival 2010 to our non-profit association “Waterpolo Development” (WPD - www.waterpolodevelopmentworld.com).

To achieve these objectives we are very pleased to invite you to participate with one or more teams in the HaBaWaBa Festival 2010 to be held in the city of Lignano Sabbiadoro (province of Udine) from June 18th to June 23th 2009.

In order  to promote a wider participation and  to allow  the participating teams to play more matches than in the last edition the length of the Festival has been  increased of one day and we have got the possibility to use  all village’s swimming pools including the 50 m long one  with a grandstand of 500 seats.

Our target is always to motivate kids coming from all around the World and to create with all European clubs and Federations  an opportunity of :

 

• A new circuit of participation for teams coming  from all countries,
• Teaching educational and sport values,
• Participation of the whole family,supporters and fans,
• Public awareness of the ball game in water and expansion of its practice
• Social integration and the refusal of every form of racism.

 

HaBaWaBa Festival 2010, just like in the previous edition , will be the final part of a program planned  to increase the interest of young kids of both genders aged from 6 to 11 in their familiarization with the ball game in water.

ATTACHMENT 1

 

Venue

The event will be held in Lignano Sabbiadoro, a nice small town close to Udine (Italy). HaBaWaBa Festival 2010 will take place on 18-23 June 2010 at Villaggio Ge.Tur. chosen by the Organizing Committee as the most suitable location for this type of event because of its excellent facilities and its position to give hospitality to more than 40 teams at a reasonable cost.

In order to promote a wider participation and to allow the participating teams to play more matches than  in  the last edition, the length of the Festival has been increased of one day and we have got  the possibility to use all village’s swimming pools including the 50 m long one with a grandstand of 500 seats

We will soon send all potential participants additional and detailed information about the venue, how to get there, possibilities of accommodation for other people who wish to attend the event (parents for example), interesting places to visit, organized sightseeing tours, etc.

As soon as the number of participants is defined, details about organization, procedures, registration, documents, planning, internal rules, etc. will be sent to everyone.

 

Participation

Each team will be composed by 8 players minimum to 13 players maximum and 2 team managers.

Costs

For each team, the two team managers’ arrangements will be free (paid by the Organizing Committee).

Guests will stay in rooms each with its own bathroom. Cost is 280 € for each guest, all included.

The cost includes breakfast, lunch, dinner (buffet with typical dishes of Italian and Mediterranean cuisine), from dinner on June 18th to breakfast on Ju 23th, animation, insurance, medical care, use of all facilities shown in the Village website, including aquatic park and one beach umbrella with two deckchairs for each room on the private beach of the village, gadgets, football, volleyball, basketball fields.

Registration, Deadlines, Entry fee

Registration will start on December 1st 2009 and will be closed on February 28th  2010. The entry fee is fixed at 150 €/team. Registration would be closed in advance if the number of teams reaches the maximum capacity of the village.

Payment time of the entry fee establishes priority and this will be maintained until the deadline for the pre-payment March 28th 2010.

Pre-payment amount is 50 % of the total : 140 € / p

Payment in full shall be made by May 31th 2010.

Please include a copy of the bank transfer payment when you send the completed Entry Form (see Attachment 3).

 

Priorities and penalties

If more than one team from the same country wishes to attend the event, registration time will give priority. Other teams from the same country will be included in a waiting list.

As WPD aims to allow the maximum number of countries to attend the HaBaWaBa Festival 2010, only after one team for each country is accepted will the waiting list be opened and additional teams be registered following chronological criteria.

Registration money for teams exceeding the maximum capacity of the village will be returned by April 30th 2009.

Entry money will not be returned if the pre-payment fee is not paid by March  28th 2010.

If a team pays the pre-payment fee and doesn’t attend the HaBaWaBa Festival 2010 by April 30 th 2010, only 40 % of money will  be returned.

If a team pays the total amount and communicates that it will not attend the event by May 31st 2010, only 40% of the amount will be returned.

No money will be returned for both  later renunciations.

 

 

ATTACHMENT 2

 

HaBaWaBa Rules

 

Teams:

• 6 players (5 + goalkeeper) in the water and 7 substitutes. They can be all boys or girls or mixed. Teams with only 8 players are also accepted.

• Players shall be born either in years 2001/2002 and following for the first category or in years 1999/2000 for the second category.

•Players cannot change caps during the match.

 

Dimensions:

• Competition field 25 x 21 m maximum and 20 x 12,5 m minimum.

• Competition field for kids born 2001 and following is 16,0 x 10,0 m.

• Pool depth from 1,10 to 1,30-1,40 m minimum (for born in 2001 and following ) and 2,0 m maximum.

• Penalty area 4 m (green).

• Area  offside 2 m (red).

• Goalpost dimensions: 2,15 m x 0,74 m.

• Ball Nr.3.

 

Time:

• 2 periods of 12 min. with a 3-minute interval between the periods.

• Time is continuous. Time clock will be stopped after each goal only during semi-final and final matches.

• Coaches can ask for one time-out per each period only during semi-final and final matches.

• The team in possession of the ball has no limit of 30 seconds.

• The referee can change ball possession when there is an evident loss of time.

 

Rules:

• A player with 4 major fouls can not re-enter the game.

• An excluded player can re-enter after having touched the corner opposed to the secretariat, close to his team bench. Another player of the same team can replace him.

• Only for kids born in 2001 and following: a player is allowed to receive the ball with 2 hands but he must throw the ball with only one hand.

• A player do not can shoot directly following a free throw

 The corner throw is suppressed

 

Points:

• 2 points for victory.

• 1 point for a draw.

• 0 points for a defeat.

In the case of draw between two or more teams at the end of preliminary rounds it will be applied the following criteria to fix the results :

•  
  1. higher number of points obtained in the group match played among the teams in question;
  2. superior goal difference;
  3. higher number of goals scored;
  4. by lot.

 

Referees:

• One referee per game (one coach chosen among the coaches of other participant teams).

Important: Water Polo general rules are applied with the above mentioned exceptions.
